Each town, the defined borders of a municipal area, have three competing cultures. All three, are naval. Greece (politics), Chinese (police), and French (espionage). The Greek Navy, the West, seeks power, that given in status, through exploration. The Chinese Navy, the East, seeks money, that given in wealth, through trade. The French Infantry, the Rivers, seek secrecy, that given in leisure, through medicine.
All three towns, have a culture. The businesses, are run by the Greeks. The schools, are run by the Chinese. And the residences, are run by the French. The politics of the navy, run all the business associations, and at their top, is the politician, seeking status from discoveries. The police of the navy, run all the school associations, and at their top, is the police officer, seeking money, from wealth. The spies of the navy, run all the residential associations, and at their top, is a doctor, seeking leisure, from the practice of medicine.
Now, the Greek tradition (Greece, Rome, Africa, and the Middle East), is focused on the act of exploration, through developments of large fleets, armadas. This is the concept of an alliance, for superior status, to be given from expansion. The Chinese tradition (Malaysia, Indonesia, Vietnam, China, and Japan), is focused on the act of trade, through development of lines, flotillas. This is the concept of a structure of courier, for superior wealth, to be gained through currency print. The French tradition (France, Germany, Britain, Ireland, and Scandinavia), is through bridging, infantry. This is the concept of a network, for hospitals and religious chapels, as signals for residencies, for espionage agents to obtain leisure for secrecy in privacy of facility.
Taking each of these three considerations, you can place it into city planning, analyzing the religion (architectural psychology, Greece), the history (economic politics, China), and the roads (quality of living, France), all three of these having a concept that is rooted into their own sphere of tradition, but with the two components, from the other two groups. This is called public works, the concept of the maintenance of an area through analysis of health, the general welfare of the community being influenced by rights being respected by all six combined disciplines separate, to maintain all three concerns simultaneously.
Otherwise, taxes cannot be levied, commodities cannot be moved, and maintenance cannot be performed, and an area becomes impoverished, the generalized condition of criminals acting without proper stamp of tax, movement of contract, and payment to community, from each and every single member of the community, hence the entire point of your municipality, town, or hamlet, being an open society, through status, wealth, and secrecy, for each and every citizen, through businesses, schools, and hospitals, the pillars of the community.
